Hire a computer technician to get rid of it for you. These are difficult to get rid of by yourself especially if you are not tech savvy or do not wish to spend hours tinkering with your computer. Also instruct the technician to install an Antivirus and enable Windows Update. This will prevent he problem from happening in the future.

Yes, it is a scam. It’s called a rogue anti-spyware…
You should never do system restore to fix any sort of spyware or virus. *After* you’ve removed the virus, you can restore back to before you got the virus if you’re having trouble with Windows errors or programs not working properly, but only if you are sure that you are going back to *before* you got the virus. System Restore can actually restore the virus if you choose a date after you got the infection but before you removed it.
Now, here’s how to get rid of it. It would be better to give the name so that we could give specific instructions, but this should take care of just about anything you have…
Boot into “safe mode with networking”. To do this, restart your computer and press F8 as it’s starting up (if you get to the Windows screen, try again, but start pressing F8 sooner).
First you may have to clear any browser proxy settings. How to do this varies depending on what browser you’re using. [see below]***
Download rkill > http://www.bleepingcomputer.com/download/anti-virus/rkill
Double click on it to “kill” any malicious processes that it may find (it doesn’t require installation).
Now go here to download MalwareBytes:
MalwareBytes > http://www.malwarebytes.org/
Install, Update and then do a full scan with MalwareBytes and you should be fairly clear of whatever is on your computer.
MalwareBytes will most likely as you to reboot to finish removal of what it finds…go ahead and do so.
If you catch it in time, boot into safe mode again (it’s not really important that you do so, however).
Now, update and then run a full scan with your anti-virus .
Reboot your computer again (no special boot, just start it up normally)
If you want to be triply sure that you’re clean, you can also try this other free program:
SuperAntiSpyware > http://www.superantispyware.com/index.html
If you don’t have an anti-virus, here’s a really good free one:
avast! > http://www.avast.com/eng/download-avast-home.html
*** In Internet Explorer, Click on ‘Tools’, and then on ‘Internet Options’. Click on the ‘Connections’ tab and then click on the ‘LAN Settings’ button. Delete any proxy server settings and then uncheck the ‘Use a proxy server…’ checkbox. Click OK in the LAN settings window and the Internet Options window.
*** In Firefox, Click on ‘Tools’ and then on ‘Options’. Click on the ‘Advanced’ tab and then click on the ‘Settings’ button in the ‘Connection’ group box. Delete any proxy settings and then click on the ‘No Proxy’ radio button. Click on the OK button in the ‘Connection Settings’ window and the ‘Options’ window.

You have a rogue anti-virus program. Use Malwarebytes to remove it http://malwarebytes.org
Additionally, you can use SUPERAntispyware and Spybot.
